Office of the Director 

The Office of the Director provides executive leadership, direction and administration of District-wide comprehensive services and programs for detained and/or committed youth. Implements strategic plans, policies and procedures, and operates a continuum of care from least restrictive community based residential and non-residential services to secure residential institutional care for assigned youth. Provides executive leadership in the development of resources and resource needs for the Department to ensure that appropriate human, technological, programmatic, therapeutic, and educational services are provided for overall Departmental operations and services delivery system.

            Office of Financial Management

The Office of Financial Management (OFM) provides comprehensive and efficient financial management services to and on behalf of DYRS so the financial integrity of the District of Columbia is maintained.  The OFM is responsible for the preparation, execution and monitoring of the department’s annual operating and capital budgets; developing expenditure forecasts; and providing comprehensive reports on budget, performance, and cost analysis so that stakeholders are informed on financial issues of the department.

 

Office of the General Counsel

The Office of the General Counsel (OGC) provides advice and guidance to the Director and executive staff regarding all legal matters and services performed within the Department. The OGC leads the execution of legislative strategies to support the Department’s goals, and directs and controls the legal work and related administrative activities, including the development and implementation of policies and procedures for the systematic rendering of legal advice and services to the Director. The OGC assists senior management in ongoing human resources, employee relations and labor relations issues.
