Former DYRS Employee Pleads Guilty to Identity Theft and Tax Fraud

Tuesday, January 5, 2016

I am disappointed to inform you that a former Department of Youth Rehabilitation Services employee, Mr. Marc Bell, plead guilty to identity theft and tax fraud this morning, January 5th, 2015. Mr. Bell, who last worked for the agency in 2013, was involved in a complex identity theft scheme that compromised the confidential information of some of the young people we are tasked to care for.

Since learning of this matter, the agency and the District fully cooperated with the Department of Justice’s investigation. Additionally, the agency immediately limited access agency-wide to the confidential information Mr. Bell used to perpetuate this criminal activity.

While this behavior is a gross breach of this sacred trust, this is not characteristic of our agency or our staff. The work we currently do to support, protect, and rehabilitate the young people in our care is done with integrity and honor. All employees are bound to a confidentiality policy upon employment.

Thank you,

Clinton Lacey, Director
