Agency Operations Update During the Storm
The Department of Youth Rehabilitation Services (DYRS) remains fully committed to the safety and well-being of our youth, families, and staff. This Operational Status Report outlines current adjustments and will be updated daily throughout the snowstorm emergency.

Vendor-led activities are canceled for Tuesday, January 27, 2026.

The Maya Angelou Schools at both locations are closed on Tuesday, January 27, 2026.

Health & Behavioral Services:

Health Administration will continue all essential patient treatments, medications, clinical staffing, and necessary medical transport.

Behavioral Health services will remain available 24/7.

Staffing:

Both facilities will remain fully staffed and prepared for the storm.

Hearings and Legal Communications:
Given the declared state of emergency in the District of Columbia, this tribunal previously issued temporary administrative measures to ensure the safety of youth, staff, counsel, and visitors at YSC and NB. The conditions that necessitated those temporary measures have been removed or mitigated to such a degree that permits a return to prior practices regarding Community Status Revocation Hearings, Article VI Hearings, resident disciplinary hearings, and legal visits and calls. Accordingly, and to ensure the orderly resumption of operations, it is hereby ORDERED as follows:

RESCISSION OF PRIOR ORDERS. Prior administrative orders 26-001, 26-002, and 26-003 issued by this Administrative Law Judge regarding administrative hearings are hereby rescinded.

DISCIPLINARY HEARINGS RESUME. All disciplinary hearings at YSC and NB shall return to daily hearings Monday through Friday, effective 01-29-2026.

RDP HEARINGS. Resident disciplinary hearings shall be conducted in accordance with the Resident Disciplinary Policy.

COMMUNITY STATUS REVOCATION HEARINGS RESUME. Community Status Revocation Hearings shall resume as scheduled, effective 01-28-2026.

ARTICLE VI HEARINGS RESUME. Article VI Hearings shall resume as scheduled, effective 01-28-2026.

LEGAL CALLS AND LEGAL VISITS RESUME. Requests for legal calls and legal visits shall resume pursuant to the standard request and approval process, with priority given in order of requests, effective 01-28-2026.

VIRTUAL LEGAL VISITS. Requests for virtual legal visits shall return to the approval process by this Administrative Law Judge, based upon undue hardship, effective 01-28- 2026.

CASE-BY-CASE RELIEF. This tribunal will consider requests for amendment or modification of this Order, on a case-by-case basis, at any time upon written motion by the agency or the youth’s legal representative.

EFFECTIVE DATE. This Order is effective 01-28-2026.
Achievement Center

The Achievement Center will be closed on Tuesday, January 27, 2026, and will reopen starting Wednesday, January 28, 2026.
