Sam Abed, Director

Sam Abed was named Director of the DC Department of Youth Rehabilitation Services (DYRS) in June 2023. In this role, he is responsible for providing court-involved youth with the nation’s best continuum of care and directing the administration of comprehensive services and programs for the District’s young people and their families.  Director Abed has decades of experience in public sector administration and leading juvenile justice programs.

Most recently, he served as Secretary of the Maryland Department of Juvenile Services from 2011 to 2023, where he was responsible for managing and operating the state’s juvenile justice system. While serving in the state of Maryland, he also chaired the Maryland Juvenile Justice Reform Council, where he identified and made recommendations to mitigate risk factors contributing to juvenile contact with the justice system. In 2014, the National Research Council appointed Director Abed to the Committee on a Prioritized Plan to Implement a Developmental Approach in Juvenile Justice Reform. Director Abed earned a Bachelor of Science from Virginia Polytechnic Institute and a law degree from T.C. Williams School of Law, University of Richmond.
